Translation

In pious remembrance; Yoseh (Joseph) the son of Tanhum, the son of Bitah, and his sons, who have bad this TBLH; which will be a blessing for them … this TBLH … blessing for (them? forever?)

TBLH is likely a loanword - the Latin tabula - which refers to the mosaic itself. Subsequent editions tend to reconstruct the grandfather's name as Butah intead.
